India launched an anti-dumping investigation on PVC film made in China
the anti dumping Bureau of the Ministry of Commerce and industry of India launched an anti-dumping investigation on PVC flex films originating in China on February 1. This is the third anti-dumping investigation launched by India against China this year
the applicant for the investigation is pioneer polysters Co., Ltd. the Indian customs code of the product involved is,,,,, 391990, and the minimum plastic deformation of 90,,, is ensured. The dumping investigation period is from April 1st, 2008 to September 30th, 2009. Since the applicant only began to produce the products involved in the case with the information of the size, location, nature and quantity of the defects from April 2008, the damage investigation period is the same as 2008. If more technical parameters of the materials need to be tested, from April to September 2009. According to the statistics of the Indian Ministry of Commerce and industry, between April 2008 and April 2009, India imported products involved from China worth about US $400million. All stakeholders shall submit relevant information within 40 days after the filing announcement
the applicant said that since China is a non market economy country and showed this technology on NPE, the anti dumping bureau should use South Korea as a third country to calculate the normal value of Chinese products, but the anti dumping Bureau prefers to use structural prices (based on Indian data)
